The chairman of Korea's largest crime syndicate has passed away and war is brewing between his top lieutenants, Jung Chung (Hwang Jung Min) and Lee Joong Gu (Park Sun Woong), for control of the organization. The police respond by launching an operation codenamed "New World." The key to Operation New World: Jung's right-hand man Lee Ja Sung (Lee Jung Jae), an undercover cop who has been embedded in the mob for eight long years. Torn between duty and loyalty, Lee Ja Sung wants out once and for all. Well aware of the situation, manipulative police chief Kang Hyung Chul (Choi Min Sik) uses Lee Ja Sung as bait, leading Jung Chung to suspect there is a mole in the midst.
